Douglas Rapp is a Vice President in the San Francisco office of TM Financial Forensics, LLC.  He was formerly a Director at Navigant Consulting and a Vice President at Tucker Alan Inc.   Mr. Rapp has over 25 years of experience assisting clients with economic damages analysis, financial and accounting fact-finding and special purpose audits on a wide variety of matters.

Mr. Rapp has consulted with owners, contractors, architects, engineers, sureties, financial institutions and counsel on the cost and pricing aspects of formal and constructive changes, lost productivity, delay damages, contract terminations and differing site conditions on many construction projects.  He has performed detailed reviews of contractors’ billings pursuant to audit clauses in cost-reimbursable contracts and conducted pre-award evaluations of contractors’ accounting systems.  Mr. Rapp has assisted counsel and client companies with fact-finding and damages analysis on a wide range of other engagements including dealer/distributor terminations, partnership accounting disputes, professional liability investigations, public utility matters, product liability actions and troubled loan workouts.

Mr. Rapp has testified more than 20 times as an expert witness on accounting and damages issues in state court and arbitration.  He has also assisted clients in mediation, settlement negotiations and other Alternative Dispute Resolution forums including non-binding arbitration.
